The only lead I was able to follow was the 'Camp Chaos' stamp in the lower right hand corner (mostly covered by the YouTube stamp).

Camp Chaos is apparently an animation production house that creates programs on demand for various other websites.  Upon a quick review of their site I didn't see this particular program, however it looks like they have a mountain of material available, which makes me think that this one and others like it are in there somewhere.
